I believe what pushed people to him rather than Noctis—20 votes to the latter's 7—is Terra's reaction to the accusation. Noctis outright said he didn't kill anyone, whereas Terra seemed oddly unwilling to claim innocence.

It seems it wasn't just a random difference in behaviour.
